Report of the Village Attorney

  1. Update: The Public Hearing regarding the draft Rental Code.
  2. Resolution: ____ Approve the Board of Trustees Meeting Minutes of the January 25, 2021and the Special Board Meeting Minutes of the February 8, 2021. (Exhibit 1)
  3. Resolution ____ Approve the following payments:

General Fund Checking Abstract Report #9. Consisting of 76 vendors:

    1. General Fund Expenditures: $ 123,718.29
    2. Capital Fund Expenditures:     143,440.04
    3. Enterprise Fund Expenditures:    6,066.97

                  Totaling:                                   $273,225.30

Approve the Enterprise Fund Checking Abstract Report #9 Consisting of 12 vendors totaling, $81,700.15.

Approve the Capital Fund Checking Abstract Report #9 Consisting of 1 vendor totaling, $375,426.70.

4.  Resolution: ____ Approve the Budget Transfers as of February 22, 2021, as outlined in Exhibit 3.

5.  Updates: BAN Issuance and Renewals:

    1. $450,000 Bond Anticipation Note (BAN), related to the bond resolution adopted Nov. 23, 2020 for the payment of costs for the FEMA Municipal Dock Project, to be issued on Tuesday, February 23, 2021 with an interest rate of 1.75%.
    2. The $2,340,000 BAN for the payment of FEMA Municipal Dock Project costs, issued February 25, 2020 will be renewed on February 23, 2021 with an interest rate of 1.75%. Principal and interest of $93,600.00 and $74,529.00 will be paid, respectively.
    3. The $260,000 BAN for the payment of FEMA Municipal Dock Project costs, issued February 25, 2020 will be renewed on February 23, 2021 with an interest rate of 1.75%. Principal and interest of $10,400.00 and $8,281.00, respectively, will be paid.

6.  Resolution: ___ Approve Three-Year Capital Improvement Plan. (Exhibit 4)

7.  Resolution: ___ Approve updates to Fund Balance Policy. (Exhibit 5)

8.  Resolution: ___ Approve updates to Investment Policy. (Exhibit 6)

9.  Resolution: ___ Approve Audited Financial Statements and Single Audit as of May 31, 2020. (Exhibit 7)

10. Resolution: ___ Accept $500 donation received from Mary Butler Pearson received on February 5, 2021

11. Resolution: ___ Accept $33,400 reimbursement received from Town of Brookhaven for Community Development Block Grant for the ADA compliant ramp installed at the Community Center.

12. Resolution: ___ Set a Public Hearing regarding piercing the tax cap at the regularly scheduled Board Meeting on March 22, 2021.

13. Resolution ___ Upcoming Village Election on Tuesday, June 15, 2021 for:

    • Mayor for a two-year term
    • 2 Trustees for a two-year term

14. Resolution ____ Registration Day for 2021 Village Election – Saturday June 5, 2021 12:00pm – 5:00pm must register at Village Hall, in person, in order to vote.

15. Resolution: ____ Schedule a Public Hearing regarding “Noise Pollution” at our next regularly scheduled Board Meeting to be held on Monday, March 22, 2021, at 7:00PM.
