Board Work Session Meeting – March 8, 2021

  1. Treasurer’s Report:
    1. Review of year-to-date financials
    2. budget progress (Exhibits: 1-4)
    3. Reminder of budget timeline:
      • Monday, March 22, 2021 Board Meeting – 6 PM Location TBD – Presentation of Tentative Budget and setting of Public Hearing
      • Monday, April 5, 2021 Budget Vote – 6 PM Location TBD – Public Hearing and Budget Vote

d. Update: Tax sale of unpaid real property taxes will be held on Friday, March 12, 2021

e.  Authorize use of the capital projects fund for the following projects:

      • Main Dock (Rock Dock) Repair with a construction cost of $280,000, (plus fees for permitting and engineering costs and an incremental cost, if the dock foundation needs to be replaced). A bond resolution for a maximum cost of $600,000 was adopted on January 25, 2021 to pay for the costs of the project.
      • Browns Lane Bulkhead Repair with a cost of $196,170 (plus the cost of the Shore Road and Trailer Lot regrading fees for permitting and engineering costs). A bond resolution for a maximum cost of $500,000 was adopted on January 25, 2021 to pay for the costs of the project.

f. Update: Public Hearing at the Board of Trustees Meeting on March 22, 2021, 7:00PM “Exceed the Tax-cap,” if needed. (Exhibit: 5)

g. Discussion: Governor Cuomo’s has issued an executive order to allow municipalities to extend the paying of taxes for 120 days without penalty. This was the same executive order he issued last year. Last year, the Village allowed residents an additional 30 days to pay taxes without penalty, meaning that residents could pay on, or before, August 1st without penalty.

h. Review and Set the Rates for the Waterfront Amenities. (Exhibit: 6)

2. Discussion/Update: The Village “Noise Pollution” Public Hearing at the Board of Trustees Meeting on March 22, 2021, 7:00PM

3. Topic: Formulation of the NYS Emergency Health Plan – requirement that all public employees are adequately protected by formal plan in the event of a disaster/emergency related to a communicable disease. The plan must be finalized and approved by the Board of Trustees by April 1, 2021. (Exhibit: 7)

4. Discussion: Village ID Cards – Last Season under COVOD-19 and going forward

5. Discussion: Appointing Graheme Williams as the Alternate to the Planning Board

    1. FEMA Main Dock Project – Hydrodynamic Separator and Parking Striping (Exhibit: 8)
    2. Notice: Suffolk County Board of Elections – no longer providing election machines (Exhibit: 9)
    3. Letter from Mayor Fell to DPW Superintendent William Hillman regarding the repaving of South Country Road (Exhibit: 10)
    4. Permission to launch from Bellport Marina by the NYS Department of Environmental Conservation (Todd Galvin) to observes oyster beds in Bellport Bay (Exhibit: 11)
    5. Permission Request to utilize Ho Hum Marina by the US Geological Service to survey Fire Island National Seashore at Ho Hum Beach and its surroundings (Danial Ciocalatti)
    6. Request by NYS Senator Weik to utilize our Community Center to hold “One on One with Your Senator Conversation,” Thursday, April 29, 2021, from 5-7PM (Exhibit: 12)
    7. Announcement by Governor Cuomo’s Office regarding gatherings, etc., beginning April 2, 2021 (Exhibit: 14)
    8. Announcement: Mandatory Training on Sexual Harassment for the Board of Trustees and all Village Staff Members
    9. Mary Immaculate Church Thank you Letter to the Village for the use of our Community Center and the assistance of Village Staff for the huge success of their Blood Drive: 63 pints of donated blood (Exhibit: 15)
